The idea of this project is to link the European and national discussions with regard to the European Qualifications Framework for Lifelong Learning (EQF) and the Bologna Process on an institutional level to the Higher Education sector (HE-sector).There is a need of having a transmission belt between these two main European approaches and frameworks with respect to the HE-institutions that have to deal with them and to implement them. There is a gap between the intended goals and the transformation on an institutional level into daily practice. A recent study on EQF in the Context of Tertiary Education in Austria showed that universities are still quite occupied not only with implementing the Bologna process by changing their study programs, but rather with the whole idea of the change of perspectives with respect to competencies and learning outcomes. The second European approach entering the HE-Sector, the EQF, and the requirement of the development of an NQF is therefore met with some resistance and feelings of overload.
